非洲大陆自由贸易区（非洲自贸区）秘书长梅内2021年3月在纽约联合国总部接受记者专访时表示，非洲自贸区为非洲与中国开展进一步合作提供“前所未有的”机遇。

　　梅内告诉记者，过去，中国投资者要想在非洲多国投资以获得规模效益，就不得不面对各国不同的手续和法规；如今，他们只需在属于非洲自贸区的一个国家投资，“就能够进入整个非洲经济价值链和已批准自贸区协议的国家”。

　　近日，非洲自贸区与联合国开发计划署签署合作备忘录。签字仪式上，联合国常务副秘书长阿明娜·穆罕默德说，非洲自贸区为非洲重返实现可持续发展目标的轨道创造了契机。

　　今年1月1日，非洲自贸区启动仪式在线上举行，标志着该自贸区正式启动。分析人士认为，非洲自贸区建设虽面临诸多挑战，但它凸显了非洲国家推动经济转型的决心，有望增强非洲发展韧性。

　　梅内表示，非洲大陆和中国的联系日益紧密。“中国是非洲坚强的伙伴，是非洲大陆最大的投资国。过去10年，中国为非洲提供了重要发展和投资支持。”他希望，借非洲大陆自贸区正式启动的东风，把合作长期进行下去。

　　谈及新冠疫情对非洲经济的冲击，梅内表示，2020年非洲联盟55个国家中，有42个国家全面或部分处于封锁状态。在这一背景下，非洲自贸区的建立有特别的意义，能够加速非洲经济复苏。

　　梅内认为，要把促进非洲内部贸易作为“复苏推动力”。世界上有些国家有能力推出规模较大的经济刺激计划和干预措施，但非洲国家很难推出类似措施。因此，要把非洲自贸区作为非洲大陆疫情后复苏的重要工具加以利用。

　　疫情期间，由于部分国家限制公共卫生用品的出口，非洲国家一度无法获得防疫必需品。梅内表示，这是疫情给非洲国家留下的教训。过度依赖单一供应链或全球供应链对非洲来说存在风险，必须发展非洲自己的工业能力和制造能力以实现自给自足。

　　梅内对非洲自贸区的前景充满信心。他表示，不仅国际社会对非洲自贸区抱有很高期望，非洲人也充满期待，并将努力实现各项任务和目标。
