世卫组织指出，非洲国家受到的影响最大，在非洲大陆上有37个国家面临医护人员短缺问题。这一现象威胁到这些国家实现2030年全民健康覆盖的目标，这也是可持续发展目标中的一项关键承诺。
世卫组织已更新了“卫生人力支持和保障措施受益国名单”，以帮助相关国家保护其脆弱的医疗体系，其中名单上的国家当中有资质的卫生工作人员数量较少。世卫组织强调，这些国家在卫生人力的发展和卫生系统的强化方面需要得到优先支持，同时还需要额外的保障措施来限制大量的国际招聘。
为了支持所有国家依照可持续发展目标实现全民健康覆盖，世卫组织总干事谭德塞呼吁各国“尊重世卫组织卫生人力支持和保障措施受益国名单中的规定”，并强调卫生工作者是每个卫生系统的支柱。但是，世卫组织也警告称，尽管许多国家遵循了世卫组织的招聘指导方针，但仍存在私人招聘市场，需要加强实践和行为以达到全球标准。世卫组织卫生人力支持和保障措施受益国名单并不禁止国际招聘，但建议各国政府在吸收他国有资质的卫生人力时考虑到这一做法对该国卫生体系的影响。
