盖茨解释道，AVs使用美国工程师学会(SAE)分类系统运作，该系统描述车辆自主程度。目前，大多数AVs介于2级和3级之间，即驾驶员可以在特定情况下放开方向盘，让系统控制。然而，盖茨认为我们将在未来十年内达到5级，汽车可以在任何时候、任何条件下完全自主。
虽然许多汽车制造商正在开发看起来像普通汽车但拥有自主功能的AVs，但也有一些完全专注于AVs的公司正在推动汽车的边界。盖茨曾有机会测试英国公司Wayve制造的一辆车，该公司对AVs有着独特的理解。Wayve车辆可以在任何人类可以驾驶的地方行驶，使用深度学习技术从模拟和实际驾驶经验中学习。
随着AVs变得越来越普遍，盖茨认为我们将不得不重新考虑许多已经建立起来的支持驾驶的系统。政府将不得不制定新的法律法规，道路甚至可能需要改变。尽管向AVs的过渡可能需要几十年的时间，但盖茨对技术解锁的可能性感到乐观。AVs将通过提供更多的交通选择，帮助老年人和残疾人创造更多平等的机会，并帮助我们避免气候灾难，因为大多数正在开发的AVs也是电动汽车。
