联合国毒品和犯罪问题办公室2023年3月16日发布的《2023年全球可卡因报告》指出，古柯种植在2020年至2021年期间飙升35%，创下历史新高，是自2016年以来同比最大的一次增幅。其原因包括古柯树种植面积扩大，以及将古柯转化为盐酸可卡因的工艺发生改进等。
报告指出，与供应的急剧增长相伴的是需求的大幅膨胀。虽然许多地区的可卡因使用者人数在过去十年里稳步增长，可卡因市场仍然相当集中于美洲和欧洲部分地区，但报告警告称，非洲和亚洲市场也极有可能大幅扩张。
与此同时， 世界各地执法部门截获的可卡因货物也大幅增加，2021年的缉获量达到了近2000吨的历史最高水平。
在回应这些调查结果时，毒品和犯罪问题办公室执行主任瓦利（Ghada Waly）表示，全球可卡因供应的激增，特别是在非洲和亚洲可能的扩张极其危险，所有人都应该对此保持高度警惕。
瓦利说：“我敦促各国政府和其他方面仔细研究报告的调查结果，以确定如何在提高认识、预防以及国际和区域合作的基础上采取跨国应对措施来应对这一跨国威胁。”
报告审查了新出现的可卡因贩运枢纽，指出东南欧和非洲国家，特别是西非和非洲中部国家，正越来越多地成为毒品的关键过境区。
与此同时，安特卫普、鹿特丹和汉堡等北海港口，已经超越了西班牙和葡萄牙等可卡因进入西欧的传统入境点。
贩毒者也在将他们在中美洲的路线多样化，除了北美之外，还向欧洲输送越来越多的可卡因。
此外，报告还研究了可卡因贩运者的犯罪模式，调查结果显示，无数个贩运网络正在分裂形成中。
哥伦比亚革命武装力量以前控制哥伦比亚许多古柯种植区，他们的复员为其他人的介入创造了机会，例如新的当地行为体、前哥伦比亚革命武装力量游击队，甚至是来自墨西哥和欧洲的外国团体等。
此外，报告还显示，所谓的“服务提供商”，即在供应链的各个阶段有偿提供服务的专业团体，已经大量涌现。
毒品和犯罪问题办公室研究和趋势分析处处长安吉拉·梅（Angela Me）指出:“鉴于报告呈现了对犯罪行为体的路线、方式和网络的最新了解和趋势，我希望报告将支持循证战略，在应对可卡因生产、贩运和使用的未来发展趋势中保持领先地位。”
