全球27亿人无法联网：国际电联副秘书长敦促解决数字鸿沟与可持续发展

数字鸿沟依然存在，全球仍有27亿人无法联网，数字性别差距明显，尤其是在最不发达国家，人工智能的鸿沟在迅速扩大。时间至关重要。国家和社区必须抓住技术的发展势头，为所有人加快实现可持续的数字转型。国际电联副秘书长托马斯•兰曼瑙斯卡斯（Tomas Lamanauskas）6月7日发表署名文章，阐述了持续存在的数字鸿沟对可持续发展的影响，并提出了解决建议。

兰曼瑙斯卡斯指出：全球气温在未来五年内将持续飙升，到2027年可能会突破1.5度的灾难性转折点。网络故障和经济动荡成为未来十年我们面临的首要风险。

后疫情时代的技术正在以空前的速度发展。根据国际电信联盟（ITU）的统计数据，早在ChatGPT等平台飞速增长之前，疫情的影响就已加快了技术应用的步伐。虽然人们呼吁谨慎使用技术，但是利用技术谋求利益也成为迫切需求。

然而，在《2030年可持续发展议程》的时间中点，只有12%的可持续发展目标在正常推进。

目前没有简单统一的方法让世界上每个人都能联入数字世界。即使移动宽带覆盖了世界上95%的人口，仍然有许多人难以联网或放弃联网，因为上网的可负担性、意义和可信度都不够高。要解决联网差距，首先要弥合收入、城乡、代际、教育和性别这五个鸿沟。

第一个要素是网络基础设施。据国际电联和国际货币基金组织最近的估计，数字连接的投资需求约为4000亿美元。根据联合国宽带委员会工作组的估计，到2030年，仅在非洲为每个人提供宽带就需要近1100亿美元。

现在，在进入信息社会世界会议+20阶段，国际电联正在与其他各方合作，审视过去20年取得的成就，确保全球数字合作满足当今世界的需求。在此基础上，国际电联正在拟议《全球数字契约》，力求在明年的未来峰会上促进数字行动的发展。

9月17日举行的可持续发展目标数字日是数字解决方案合作的关键时刻。国际电联也在为下一次气候大会

（COP28）做准备，与合作伙伴一起确保最大限度地利用数字技术的力量拯救地球。
