如果说乌克兰战争正在加剧粮食危机、能源危机、人道主义危机和难民危机，那么不要忘了，这些危机都是在当下全面气候紧急状态的背景下发生的。
2022年，地球病了。巴基斯坦三分之一的土地被洪水淹没。欧洲经历了500年来最热的夏天。菲律宾遭到台风重创。整个古巴因飓风停电。东非经历严重干旱，中部和西部非洲则洪水泛滥。在美国，飓风伊恩残酷地提醒人们，没有一个国家和经济体能够幸免于气候危机。
9月，古特雷斯实地视察了洪水中的巴基斯坦，目睹了“无法量化的人类苦难”。
古特雷斯：“我见过世界上许多人道主义灾难，但我从未见过如此规模的气候灾难。我简直无法用语言来描述我今天所看到的情形：巴基斯坦洪水泛滥的面积是我自己的国家葡萄牙总面积的三倍。”
在地球另一端，却是另外一幅景象。一场70年来持续时间最久、最严重的干旱在非洲之角的索马里、埃塞俄比亚、肯尼亚等国肆虐，超过3640万人受到这场旱灾影响。
而冲突加剧、粮价飙升以及持续的新冠疫情正在加深干旱带来的影响，将2200万人推向饥饿的边缘。当前，上百万人被迫离开家园寻找食物，仅在索马里就有两个地区面临着迫在眉睫的饥荒风险。
在2011年的东非旱灾期间，索马里有26万人死亡。然而，受当前旱灾影响的人数是2011年的两倍。联合国及其合作伙伴正在与时间赛跑，竭尽所能提供人道主义援助，避免悲剧再次重演。
在谈到气候危机时，古特雷斯直言，“我们仍然在朝着错误的方向行进，全球排放量的差距还在扩大，1.5℃的控温目标难以维系”。但他同时强调，“我们并没有退缩，我们在发起反击”。
11月，在埃及沙姆沙伊赫举行的第27届联合国气候变化大会在长期搁置的损失和损害问题上开辟了一条突破性的道路，联合国组建的高级别专家组也为私营部门、投资者、城市和地区切实履行净零排放承诺指明了方向，五年内实现早期预警全覆盖的行动计划同样得以启动。
古特雷斯强调，他将在此基础上继续推动达成一项气候团结协定，让所有排放大国在这个十年当中做出额外的减排努力。
