联合国人口基金认为，应对人口变化和建设有抵抗力的社会的最佳解决方案是推动性别平等。在生育率低、劳动生产率不足的国家中，实现男女就业机会平等被认为是提高生产力和收入增长最有效的途径。
该机构呼吁各国政府捍卫人权，加强养老金和医疗保健系统，促进积极健康的人口老龄化，保护移民权利，并寻求减轻带来破坏性影响的气候变化。此外，联合国人口基金强调，个人的生育目标往往受到阻碍，这需要各国政府加强对性和生殖健康的支持，扩大实现身体自主权的努力，并将这项权利作为所有有关人口问题的对话的起点。
