联合国秘书长古特雷斯10月25日坚决驳斥了以色列高级外交官的有关“错误”言论。24日，以色列高级外交官指责秘书长在安理会的讲话中试图为哈马斯10月7日的恐怖袭击进行辩护。
24日，安理会就巴以冲突举行高级别会议。古特雷斯在会上表示，虽然任何理由都不能为哈马斯10月7日发动的“骇人听闻”的袭击开脱，但是我们要认识到这些袭击“并不是凭空发生的”，也不能把这些袭击行为当作对巴勒斯坦人民进行集体惩罚的理由。
当天，在秘书长发表完讲话后，以色列常驻联合国代表埃尔丹（Gilad Erdan）在社交媒体平台上表示：“古特雷斯的讲话实际上是在为哈马斯的残暴袭击进行辩护，这次袭击造成约1400人死亡，其中主要是平民。”
要求秘书长辞职
埃尔丹要求古特雷斯辞职，还表示以色列现在将扣留联合国官员的签证。
以色列外交部长科恩（Eli Cohen）也指责古特雷斯为恐怖主义辩护，并取消了原定于24日与秘书长进行的双边会晤。
24日晚些时候，古特雷斯会见了一些被哈马斯扣为人质的平民家属，并再次呼吁立即无条件释放加沙境内所有被扣押的人。
对歪曲事实的言论感到震惊
25日上午，古特雷斯在出席安理会会议前向记者发表讲话称，他对有些人歪曲他的发言感到震惊。
古特雷斯坦言，他确实谈到了巴勒斯坦人的忿恨，但他在安理会上也明确说过“巴勒斯坦人民的忿恨不能为哈马斯实施的骇人听闻的袭击开脱”。
秘书长在讲话中未具体提及以色列外交官员，他说：“我认为有必要澄清事实，特别是出于对受害者及其家属的尊重。”
