2023年3月24日，联合国水事会议在纽约联合国总部闭幕，会议通过了具有里程碑意义的《水行动议程》。该议程包含近700项承诺，旨在保护“人类最宝贵的共同利益”——水资源。
该议程提出了一系列务实的承诺，包括做出更明智的食物选择，对水作为经济驱动力的重新评估，以及承认水是地球文化遗产的一部分等。这些承诺旨在改变游戏规则，推动全球朝着可持续、公平和包容的水安全未来迈进。
联合国秘书长古特雷斯表示，该议程的通过证明了水作为全球共同利益将所有人团结在一起，并且对于2030年可持续发展议程及其17个可持续发展目标至关重要。他强调，为了实现《水行动议程》，需要转化为“前瞻性的行动”，如开发新的、可替代的粮食系统以减少农业中不可持续的用水等。
联合国大会主席克勒希表示，《水行动议程》得到了支持，各方为其承诺了3000亿美元，这些承诺有可能释放出至少1万亿美元的社会经济和生态系统收益。克勒希强调，在把成果付诸行动之际，需要以科学为依据，民间社会和私营部门是转型的核心，是“我们成功的关键”。
联合国主管经济和社会事务的副秘书长李军华表示，《水行动议程》的承诺涵盖了一系列广泛的行动，从能力建设到数据和监测系统，再到提高基础设施的复原力。他指出，会议的另一项重要成果是联大主席的总结报告，该报告记录了在五次互动对话、四次特别活动和数百次会外活动中提出的各种观点和想法。
