联合国道路安全特使访问塞内加尔和科特迪瓦，呼吁采取行动解决道路安全问题

联合国道路安全特使让·托德（Jean Todt）将于3日开始对塞内加尔（5月3日至6日）和科特迪瓦（5月7日至8日）进行访问。撒哈拉以南非洲是受车祸影响最严重的地区，死亡率为十万分之二十七，是欧洲平均水平十万分之九的三倍，而世界平均水平是十万分之十八。

托德曾担任国际汽联主席、一级方程式法拉利车队的执行董事，同时也是法拉利公司前首席执行官。

在访问期间，他将会见两国的部长以及私营部门、公共部门和非政府组织的代表，倡导有效执行《道路安全行动十年（2021-2030）全球计划》，该计划旨在到2030年将道路上的受害者人数减半。

特使表示：“非洲受到道路事故的影响尤其严重，这是导致青年死亡的主要原因。非洲约占受害者人数的25%，而非洲大陆的车辆数量仅占世界的2%。这是无法接受的，因为这种情况存在解决方案。”

最近发生的悲剧引起公众强烈谴责。今年年初，塞内加尔和科特迪瓦均发生了碰撞事故。1月份，塞内加尔发生了两起公交车事故，造成62人死亡和100多人受伤。

根据世界卫生组织的数据，塞内加尔的道路交通事故死亡率为每10万居民24人。国家道路安全局的数据表明，2022年1月1日至9月3日，塞内加尔的道路交通事故导致了519人死亡，超过了整个2021年的死亡人数（487人）。

2022年1月，在科特迪瓦的亚穆苏克罗，一起公交车事故造成14人死亡和70人受伤，而在2022年8月，一起碰撞事故在阿比让北部造成25人死亡。根据国家安全委员会的数据，科特迪瓦平均每天的道路交通事故数量从2012年的12起增加到2022年的46起。
